Certification and Implementation of Programmes

The procedure of certification, implementation and supervision of maritime education and training programmes is prescribed by the Cabinet Regulation No. 710 "Regulations Regarding Certification, Implementation and Monitoring of Professional Training Programmes for Seafarers" adopted 15 December 2015. 

In compliance with paragraph 3 of the Cabinet Regulation No. 710 maritime education and training programmes shall be inplemented by an educational institution specialised in the maritime sector (education and training programmes) or a training centre specialised in the maritime sector (training programmes).

Conditions for Implementation of Programmes and Quality Management System

In order to commence the implementation of the programme educational institution or training centre shall comply with the requirements of paragraph 8, 9 and 10 of the Cabinet Regulation No. 710 and shall have implemented a quality management system in compliance with paragraph 12 of the Cabinet Regulations No. 710.

Education institutions and training centres in their activities, elaboration and implementation of programmes shall comply with the following:

  • STCW Convention;
  • Model Courses published by the International Maritime Organization (IMO Model Courses);
  • Standard programme if such has been developed;
  • Guidelines issued by the Registry of Seamen;
  • Regulatory enactments governing the maritime field and the field of education.

Evaluation of the Content of the Programme

1.Application

In order to evaluate the content of the programme educational institution or training centre submits an application  for evaluation of the content of the programme (Annex 7 to the Cabinet Regulation No. 710) to the Registry of Seamen. The following shall be appended to the application:

  • for evaluation of the content of the education programme — three copies of the education programme (if the education programme has been prepared in the form of an electronic document — one copy). The design of the programme shall conform to the requirements laid down in the regulatory enactments governing the field of education;
  • for evaluation of the content of the training programme — two copies of the training programme (if the training programme has been prepared in the form of an electronic document — one copy). The latter shall consist of at least the sections prescribed by the sub-paragrph 16.2 of the Cabinet Regulation No. 710.

2. Evaluation of Content

After receipt of the application and the documents appended thereto the Registry of Seamen shall , in compliance with section III of the Cabinet Regulation No. 710, evaluate the content of the programme in order to verify its compliance with the requirements of the STCW Convention, IMO Model Courses, Standard Programmes and other regulatory enactments governing the maritime field and the field of education.

Evaluation of the Programme for Issuing the Certificate of Conformity

The conformity of the implementation of the programme with the requirements laid down in the Cabinet Regulation No. 710, STCW Convention, IMO model course, standard programme and any other regulatory enactment governing the maritime field shall be certified by a certificate of conformity issued by the Ministry of Transport. The certificate of conformity shall be issued for an unlimited period of time.

1.Application

In order to receive the certificate of conformity for the implementation of the programme the educational institution or training centre submits an application for the receipt of a certificate of conformity (Annex 9 to the Cabinet Regulation No. 710) to the Registry of Seamen.

2. Evaluation for the issue of the certificate of conformity

The Registry of Seamen shall evaluate the conformity of the programme within one month after receipt of the application and shall prepare the evaluation of the programme for issuing the certificate of conformity. The abovementioned evaluation shall be notified to the Ministry of Transport and the educational institution or training centre. The Ministry of Transport shall take a decision to issue the certificate of conformity within two weeks after receipt of evaluation.

Monitoring of the Implementation of the Programme

The evaluation of implementation of the programme, in compliance with chapter V of the Cabinet Regulation No. 710, is performed by the Registry of Seamen at least once a year. The evaluation of implementation of the training programme which, in compliance with regulatory enactments regarding certification of seafarers, is not required to be completed for granting qualification shall be evaluated by Registry of Seamen once every two years.
