Port State Control inspections of foreign vessels calling Latvian ports are carried out by Maritime Safety Inspectorate of Maritime Administration of Latvia in accordance with Regulation of the Cabinet of Ministers “Procedure of Port State Control” dated 21 December 2010.


Supervision of bulk cargo terminals


Procedure of supervision of bulk cargo vessels and terminals is set out in the Regulation of the Cabinet of Ministers “Regulation of safe loading of bulk cargoes” dated 28 July 2009. The regulation prescribes requirements of loading/unloading bulk cargo vessels to minimize risk of vessel overload and physical damage, provide harmonization of vessel and terminal suitability and prescribes procedures of information exchange and mutual cooperation between vessel and terminal.
Maritime Safety Inspectorate carries out inspections of bulk cargo terminals and vessels and controls how the requirements are being implemented.


Supervision of dangerous cargo vessels and terminals


Procedure of supervision of dangerous bulk vessels and terminals is set out in the Regulation of the Cabinet of Ministers “Regulation of circulation and control of dangerous cargoes in ports” dated 15 September 2009. The regulation prescribes requirements to be complied with regarding circulation of dangerous cargoes in ports, as well as control of implementation of the abovementioned requirements. Port authority controls implementation of the requirements in ports. The port authority shall appoint an inspector who is in charge of national and international requirements regarding circulation of dangerous cargoes in ports and whose qualification is approved by a competency certificate.
Maritime Safety Inspectorate supervises observance of the requirements and carries out inspections of vessels that transport dangerous and pollutive cargoes. The inspector optionally but not less than once in a month shall inspect if effective exchange of information between the vessel and terminal is provided and inspects if requirements of the regulation regarding circulation of dangerous and pollutive cargoes are complied with.
