Information for recognized organisations
Recognized organisation shall apply national laws and regulations specified in the authorisation agreement. The Maritime Safety Inspectorate of the Maritime Administration of Latvia shall inform Recognised Organisations in writing regarding the changes in national legislation.
Monitoring of recognized organisations
The Maritime Safety Inspectorate of the Maritime Administration of Latvia monitors recognised organisations in accordance with Cabinet Regulation No. 424 (adopted on 31 may 2011) “Procedures for the Supervision of Classification Companies (Recognised Organisations)”.
The monitoring has been performed according to the approved procedure of the quality assurance system of the Maritime Administration of Latvia. The procedure is developed based on the provisions of the Code for recognised organisations and Directive 2009/15/EC of the European Parliament and of the Council of 23 April 2009 on common rules and standards for ship inspection and survey organisations and for the relevant activities of maritime administrations.
The assessment process for recognised organisations consists of four parts:
1. regular scrutiny of survey reports and certificates issued by recognised organisations, aggregating information on results of Port State Control inspections;
2. the analysis of the performance of recognised organisations based on the results of Flag State surveys;
3. the assessment of recognised organisations based on the audits of a ship surveys, supervision of ISM shipboard or office audits and office audits of recognised organisations;
4. meetings with recognised organisations, when required.
The results of the monitoring of recognized organisations are submit to the Ministry of Transport on biennial basis.
